The Department of Education City Schools Division of Biñan City OSDS-ICT through its Bids and Awards Committee (BAC) intends to procure Provision of Materials, Labor, Consumables, Support Services and Commissioning for the Improvement of Network Infrastructure Project Requirements for DepEd.

The procurement of a. LAN Network, Structural Cabling for 179 Nodes of Data; b. Surface Conduit Wiring System Materials; and c. Support Services will be undertaken in accordance with Section 53.9 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184 otherwise known as The Government Procurement Reform Act. For Small Value Procurement, it is for goods not covered by shopping. Under this section of this IRR, the End-User unit shall submit a purchase request for SVP to the BAC indicating the URGENCY to address an identified need of the Procuring Entity and the unforeseen contingency that caused its necessity and the technical specifications, scope of work, terms of reference, ABC and other terms and conditions. The BAC shall prepare and send the RFQs to at least three (3) suppliers. At least three (3) price quotations from bona fide/qualified/eligible suppliers/vendors shall be obtained. Pre-bid conference may be conducted at the discretion of the BAC in order to clarify and/or explain any of the requirements, terms, conditions and specifications stipulated in the RFQ/RFP. The BAC shall recommend to the HOPE the award of contract in favor of the supplier with the single or lowest calculated and responsive quotation. After the deadline for submission of quotations, an Abstract of Quotations shall be prepared setting forth the names of those who responded to the RFQ, their corresponding price quotations/ratings. According to the 2016 Revised IRR 8.2.1 states that the PhilGEPS shall have a centralized electronic bulletin board for posting procurement opportunities, notices, awards and reasons for award. All procuring entities are requested to post all procurement opportunities, results of bidding and related information in the PhilGEPS bulletin board.

As such, you are invited to submit your company's price quotation/proposal duly signed by you or your duly authorized representative (with authorization letter) not later than May 17, 2021 at exactly 7:30 a.m. DUE TO THE URGENCY OF THE PROCUREMENT.

OPEN PRICE QUOTATION SHALL BE SUBMITTED HAND CARRIED OR HAND DELIVERED through the address indicated above. The BAC reserves the right to reject any and all proposals, declare a failure of quotation or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected tenderer/supplier/vendor. INCOMPLETE AND LATE SUBMISSION OF QUOTATION SHALL BE AUTOMATICALLY REJECTED.
