⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 5 of the Regulation concerning Contract Affairs of Building Research Institute. This shall not apply to minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for conluding a contract.
② have Grade A, B, C or D qualification in "manufacturing of products" or "selling of products" or "provision of services" for participating in tenders (Single qualification for every ministry and agency) for FY2019, FY2020 and FY2021 in Kanto Koushinetsu area.
③ A supplier who has given a request to commence a reorganization procedure d on the Corporate Reorganization Act, or who has given a request to commence a reorganization procedure d on the Civil Rehabilitation Act, cannot participate in this tendering procedure.
④ not be under suspension of nomination by President of the Building Research Institute or Director General of National Institute for Land and Infrastructure Management from Timelimit for the tender to Bid Opening.
⑤ Not under a condition which a police have requested elimination from a public undertaking of Ministry Land, Infrastructure, and Transport, as related to organized crime groups, which substantially take over its management or which is equivalent to this condition.
