⑹ Qualifications for participating in the tender :

① Those who do not come under the Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

② Those who do not come under the Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

③ Those who have Grade A, B or C in "Service provision" in terms of the qualification for participating in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal year 2019, 2020, 2021.

④ Those who are not being suspended from transactions by officials in charge of the contract.

⑤ Those who are not or requested to be excluded from the government ordering business as gangters, business operators who are substantially gangsters or persons equivalent to them by the police authorities.
