1. The Department of Agriculture Region IV-MiMARoPa through the Government of the Philippines (GOP) Bayanihan 2 Act Fund intends to apply the sum of Seven Million Four Hundred Forty-Five Thousand Pesos (Php7,445,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Regional Crop Pest Management Center (RCPMC) in Oriental Mindoro. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Agriculture Region IV-MiMaRoPa now invites bids for the Construction of Regional Crop Pest Management Center (RCPMC) in Oriental Mindoro. Completion of works is required in one hundred eighty (180) calendar days in Barcenaga, Naujan, Oriental Mindoro. Bidders should have completed within five (5) years from the date of submission and receipt of bids, a contract 50% similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (R.A.) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, corporation or cooperatives with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.

4. Interested bidders may obtain further information from the Department of Agriculture Region IV-MiMaRoPa and inspect the Bidding Documents at the address given below during office hours (8:00a.m.- 5:00p.m.).

5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of a non-refundable fee in the amount of P10,000.00 cash not later than the submission of their bids.

It may be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of DA MIMAROPA, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Department of Agriculture Region IV-MiMaRoPa will hold a Pre-Bid Conference on May 26, 2021, 10:00 a.m. at the 3/F, Conference Room, DA-Region IV-MiMaRoPa, ATI Bldg., Diliman, Q.C. and via videoconferencing through Zoom Cloud Meeting platform, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before 10:00 a.m. of June 8, 2021. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

8. Bid opening shall be on June 8, 2021, 10:15 a.m. at the Conference Room, 3rd Floor, ATI Bldg., Diliman, Quezon City. Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity. Late bids shall not be accepted.

9. The Department of Agriculture Region IV-MiMaRoPa reserves the right to accept or reject any bid, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
