1. The Culion Sanitarium and General Hospital, through the General Appropriations Act of 2021 and Hospital Income intends to apply the sum of Six Million Six Hundred Ninety-Three Thousand Nine Hundred Four Pesos (6,693,904.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Procurement of Different Medical Equipment 2021/PB-Equipment21-002.Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Culion Sanitarium and General Hospital now invites bids for the above Procurement Project. Delivery of the Equipment is d on the Schedule of Requirements Section VI. Bidders should have completed, within 2 years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from Culion Sanitarium and General Hospital BAC Secretariat and inspect the Bidding Documents at the address given below during 8:00 am to 5:00 pm.

5. A complete set of Bidding Documents may be acquired by interested Bidders on May 18, 2021 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of:

7. Bids must be duly received by the BAC Secretariat through online submission using the created official e-mail account virtualbidding2020.csgh@gmail.com on or before June 8,2021, 9:00 am specified in the Bidding Documents in two (2) password-protected Bidding Documents saved as PDF file in compressed archive folders (Zip or Winrar). Bidding Documents not in compressed archive folders and are not password-protected, shall be rejected. Late bids shall not be accepted.

The bidder may modify its bid, provided that this is done before the deadline for the submission and receipt of bids. But it shall not be allowed to retrieve its original Bid, but shall only be allowed to send another Bid equally secured and properly identified and labeled as “modification”.

Upon receipt of the first and second envelopes or password-protected files, PEs shall generate a Bid receipt page for the official time of submission which can be saved or printed by the bidder. This will be done by sending a print screen or screenshot of the received e-mail from the bidder displaying the official time in the screen with message of acknowledgement from the BAC.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on June 8, 2021, 9:00 am at Fr. Javier Olazabal Hall, Dr. Jose Tiong Dietary Building, Barangay Tiza, Culion, Palawan and/or via ZOOM Application. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The ZOOM application will be utilized firsthand for video or teleconferencing with the bidders. In case of bug down, the Skype application will be used. There will also be a backup video documentation of the whole Bid Opening process. Details will be announced during the Pre-bid Conference.

The passwords for accessing the Bidding Documents will be disclosed by the Bidders only during the actual bid opening upon request by the BAC. The Bidding Documents in Compressed Archive Folders are Password-Protected. Passwords to be given are for the unzipping of the compressed folder, and for the two bid envelopes: eligibility requirements, and financial document.

Upon receipt of password from the bidder, the BAC will verify the given password for confirmation. Once the compressed folder is unzipped, the BAC may proceed to opening of the eligibility requirements. Upon evaluation of all bids, the BAC Secretariat shall prepare the corresponding Abstract of Bids

11. The Culion Sanitarium and General Hospital reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
