⑤ be the person who proved that there is a performance in the bid manual

⑥ not be the person that a gangster influences management substantially or the person who has exlusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned

⑦ acquire the electric certificate in case of using the Electronic Procurement system
