1. The Department of Social Welfare and Development (DSWD), through the Administrative Service (AS), General Administration and Support Services Fund intends to apply the sum of One Hundred Eighty Million Pesos (PhP180,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Design and Build of Four (4) Storey DSWD Central Office Building with Roof Deck under ITB No. GOP/21-DSWD-006. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The DSWD now invites bids for the above Procurement Project. Completion of the Works is required within three hundred sixty (360) calendar days. Bidders should have completed a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the updated 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184 and Annex “G” Guidelines for the procurement and implementation of contracts for design and build infrastructure projects of the same IRR.

4. Interested bidders may obtain further information from DSWD Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 a.m. to 5:00 p.m.

5. A complete set of Bidding Documents may be acquired by interested bidders on 29 May 2021 to 21 June 2021 from the given address and website/s below and upon payment of the applicable fee for the Bidding Documents, in the amount of Fifty Thousand Pesos (PhP50,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person, by facsimile, or through electronic means.

6. The DSWD will hold a Pre-Bid Conference on 7 June 2021, 1:00 p.m. at Procurement Management Service Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City and/or through video conferencing or webcasting via Google Meet, which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below on or before 21 June 2021, 9:00 a.m. Late bids shall not be accepted.

8. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9. Bid Opening shall be on 21 June 2021, 10:00 a.m. at Procurement Management Service Conference Room, 2nd Floor Mahusay Building, DSWD Central Office, IBP Road, Constitution Hills, Quezon City and/or through video conferencing or webcasting via Google Meet. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. The Bidder, by the act of submitting its bid, shall be deemed to have inspected the site, determined the general characteristics of the contract works and the conditions for this Project and examine all instructions, forms, terms, and project requirements in the Bidding Documents.

The schedule of site inspection for those who will intend to purchase the Bidding Documents shall be from 31 May 2021 to 18 June 2021 from Monday to Friday at 8:00 a.m. to 5:00 p.m. Bidders must first proceed to the BAC Secretariat Office in order to properly coordinate the conduct of site inspection with the end-user office.

11. The DSWD reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
