1. The Municipal Government of Victoria, through the Municipal Ordinance No. 08-2021 intends to apply the sum of One Hundred Twenty Million Pesos only (Php 120,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Construction of Proposed Two-Storey Isolation Facility with Roof Deck in Brgy. San Gelacio, Victoria, Oriental Mindoro, through the Design and Build Scheme. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Municipal Government of Victoria thru its Bids and Awards Committee now invites bids for Construction of Proposed Two-Storey Isolation Facility with Roof Deck in Brgy. San Gelacio, Victoria, Oriental Mindoro, through Design and Build Scheme. Completion of work is required within Three Hundred Sixty Five (365) calendar days. The Prospective Bidders must have completed at least one contract that is similar to the contract to be bid and whose value must be at least fifty percent (50%) of the ABC. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in the Instruction to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.” Bid evaluation shall follow a two-step procedure in accordance with the guidelines stated in Annex “G” of RA 9184 and its Implementing Rules and Regulations.

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from Municipal Government of Victoria thru its Bids and Awards Committee and inspect the Bidding Documents at the address given below from 08:00 am to 05:00 pm.

5. A complete set of Bidding Documents may be acquired by interested bidders on May 31 – June 23, 2021 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos Only (Php 50,000.00), non-refundable.

6. The Municipal Government of Victoria thru its Bids and Awards Committee will hold a Pre-Bid Conference on June 09, 2021, 01:30 PM at Office of the Bids and Awards Committee, 3rd Floor, Manpower Development Center Building, Municipal Compound, Poblacion 1, Victoria, Oriental Mindoro, which shall be open to all interested parties but only those who purchased the bidding documents are allowed to participate.

7. Bids must be duly received by the BAC Secretariat at the address below on or before June 23, 2021; 01:00 PM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1.

8. Bid opening shall be on June 23, 2021; 01:30 PM at Office of the Bids and Awards Committee, 3rd Floor, Manpower Development Center Building, Municipal Compound, Poblacion 1, Victoria, Oriental Mindoro. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

9. The Municipal Government of Victoria thru its Bids and Awards Committee reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
