Rental of motor shuttle service vehicles for the use of Pag-IBIG Fund employees at TAS-NCR South & Branches, COA, OVP NCR TAS Group and Task Force Damayan

The Pag-IBIG Fund TAS-NCR South, through the Y2021 Corporate Operating intends to apply the sum of Twenty Two Million Nine Hundred Nineteen Thousand Four Hundred Pesos (Php22,919,400.00), inclusive of all applicable taxes, being the Approved Budget for the Contract (ABC) to payments under the contract for the Rental of motor shuttle service vehicles for the use of Pag-IBIG Fund employees at TAS-NCR South & Branches, COA, OVP NCR TAS Group and Task Force Damayan 21-05-050. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Pag-IBIG Fund through the Bids and Awards Committee (BAC) TAS-NCR South now invites bids for the above Procurement Project. Delivery of the Goods is required upon the issuance of the Notice to Proceed and with the duration of five (5) months, equivalent to one hundred seven (107) days as specified in Section VI (Schedule of Requirements) of the Bidding Documents. Bidders should have completed, within the period of five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

Prospective Bidders may obtain further information from the Pag-IBIG Fund TAS-NCR South BAC Secretariat through the contact details given below and inspect the Bidding Documents as posted at the websites of the Pag-IBIG Fund and the Philippine Government Electronic Procurement System (PhilGEPS).

A complete set of Bidding Documents may be acquired by interested Bidders starting May 28, 2021 from 9:00 A.M. to 3:00 P.M., from the Pag-IBIG Fund TAS-NCR South BAC Secretariat at the office address given below, upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos (Php25,000.00). Payment shall be in the form of cash, certified check, cashier’s check, manager’s check payable to Pag-IBIG Fund, provided that the prospective bidder has secured an authorized Payment Order Form at the BAC Secretariat. The Procuring Entity shall allow the bidder to present its proof of payment of the fees which will be presented in person, by facsimile, or through electronic means.

The Pag-IBIG Fund BAC TAS-NCR South will hold a Pre-Bid Conference via videoconferencing on June 4, 2021, 10:00 A.M. (PST), which shall be shall be opened to prospective bidders. Request for the meeting ID/ and password must be communicated with the BAC Secretariat via email at ncrsouth.procurement@pagibigfund.gov.ph, at least one (1) working day prior to the scheduled Pre-Bid Conference and shall be limited only to one (1) authorized representative per company. The said meeting ID/ must be exclusive use of the authorized representative of the bidder. Bidders’ access to the meeting will automatically be restricted once the activity starts.

Bids must be duly received by the Pag-IBIG Fund TAS-NCR South BAC Secretariat through manual submission at the 22nd Floor Petron MegaPlaza Building, 358 Sen Gil J. Puyat Avenue, Makati City on or before 3:00 P.M. (PST) of June 16, 2021. Late bids shall not be accepted.

All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 14.

Bid opening shall be on June 17, 2021 9:00 A.M. (PST) at the 22nd Floor Petron MegaPlaza Building, 358 Sen Gil J. Puyat Avenue, Makati City. Bids will be opened in the presence of the Bidders’ representatives either physically or virtually.

The venue identified for the Opening of Bids may be subject to change to ensure physical distancing and each bidder/company shall be allowed only one (1) representative during the aforesaid activity. Bidder’s representative must confirm its attendance to the BAC Secretariat via email at ncrsouth.procurement@pagibigfund.gov.ph, at least two (2) working days prior to the scheduled opening of bids.

The Pag-IBIG Fund TAS-NCR South reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
