being the Approved Budget for the Contract (ABC) to payments under the contract for the SUPPLY AND DELIVERY OF TABLET COMPUTER IN THE IMPLEMENTATION OF THE BASIC EDUCATION LEARNING CONTINUITY PLAN(BE-LCP) CY 2021 Under Project PALM (PROVISION OF ALTERNATIVE LEARNING MATERIALS) for K to 12 Learners of DepED, Division of Bacolod City/ R6bcd05282021-P49 (LOT 1, 2 AND 3). Bids received in excess of the ABC shall be automatically rejected at BID OPENING.

2. The DepED, Division of Bacolod City now invites bids for the SUPPLY AND DELIVERY OF TABLET COMPUTER IN THE IMPLEMENTATION OF THE BASIC EDUCATION LEARNING CONTINUITY PLAN(BE-LCP) CY 2021 Under Project PALM (PROVISION OF ALTERNATIVE LEARNING MATERIALS) for K to 12 Learners of DepED, Division of Bacolod City.

TECHNICAL SPECIFICATIONS:

Bidders should have completed, within five (5) year from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

(i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

4. Interested bidders may obtain further information from DepED, Division of Bacolod and inspect the Bidding Documents at the address given below during 8:00am – 12:00pm and 1:00pm-5:00pm., Monday to Friday.

5. A complete set of Bidding Documents may be acquired by interested Bidders on May 28, 2021 from the address below, Rosario, San Juan Street, Bacolod City, Negros Occidental: and upon payment to the Division Cashier, of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of:

Lot 2- Three Thousand Pesos (Php3,000.00)

Lot 3- Two Thousand Pesos (Php2,000.00)

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity(www.depedbacolod.net), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Department of Education, Division of Bacolod City will hold a Pre-Bid Conference on June 7, 2021, 9:00AM at Rosario, San Juan Street, Bacolod City, DepEd, Division of Bacolod City, Rizal Heritage Building or via Web Conference through Google meet on the same date at this : https://meet.google.com/cro-yxmz-fvd (see annex B for instruction) which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before June 21, 2021, 9:15AM. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bid opening shall be on June 21, 2021, 9:30AM at Rosario, San Juan Street, Bacolod City, DepEd, Division of Bacolod City, Rizal Heritage Building or via Web Conference through Google meet on the same date at this : https://meet.google.com/gjc-eprd-zcq (see annex B for instruction) Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

In case the Bids cannot be opened as scheduled due to justifiable reasons, the BAC shall take custody of the Bids submitted and reschedule the opening of Bids on the next working day or at the soonest possible time through the issuance of a Notice of Postponement to be posted in the PhilGEPS website and the website of the Procuring Entity concerned.(ITB Clause 24.1)

8. The DepED, Division of Bacolod City reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
