1. The Commission on Audit (COA), through the COA General Fund intends to apply the sum of Thirteen Million Four Hundred Fifty Eight Thousand Four Hundred Pesos (₱13,458,400.00) being the ABC to payments under the contract for the Procurement of Technical and Scientific Equipment, itemized as follows:

Bids received in excess of the ABC for each item shall be automatically rejected at bid opening.

2. COA now invites bids for the above Procurement Project. Delivery of the Goods is required as indicated in Section VI. Schedule of Requirements. Bidders should have completed, within three (3) years (June 2018 to June 2021) prior to the deadline for the submission and receipt of bids, a contract similar to the Project. For this purpose, similar contracts shall refer to:

The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4. Prospective Bidders may obtain further information from the BAC Secretariat at the Procurement and Property & Supply Management Services (PPSMS), General Services Office (GSO), Administration Sector (AS), and inspect the Bidding Documents at the cited address during office hours.

5. A complete set of Bidding Documents may be acquired by interested Bidders on May 31, 2021 to June 22, 2021, or before the deadline of the submission of bids from the PPSMS, GSO, AS and website(s) below; and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB.

6. COA will hold a virtual Pre-Bid Conference on June 7, 2021 at 1:30 P.M. which shall be open to prospective bidders. The Pre-Bid Conference shall be conducted through video conferencing using Cisco Webex online platform.

To be able to join the pre-bid conference, prospective bidders shall submit, via email to the BAC Secretariat, c/o Ms. Ma. Divina L. Famularcano, at email address: divinefamularcano@yahoo.com, the scanned copy of their written request, signifying their intention to participate in the online pre-bid conference and indicating the email address to which the meeting ID and password shall be sent by the BAC.

7. Bids must be duly received by the BAC Secretariat through manual submission at the PPSMS, GSO, AS, COA Central Office, Commonwealth Avenue, Quezon City on or before June 22, 2021 at 1:30 P.M. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.

9. Bid opening shall be on June 22, 2021 at 1:30 P.M. at the COA Cultural and Sports Center, Central Office, Commonwealth Avenue, Quezon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10. COA reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
