⑹ Qualifications for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 5 of the Regulation concerning Contract Affairs of Building Research Institute. This shall not apply to minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for conluding a contract.
② have Grade A, B, C or D qualification in "manufacturing of products" or "selling of products" for participating in tenders (Single qualification for every ministry and agency) for FY2019, FY2020 and FY2021 in Kanto Koushinetsu area.
③ A supplier who has given a request to commence a reorganization procedure d on the Corporate Reorganization Act, or who has given a request to commence a reorganization procedure d on the Civil Rehabilitation Act, cannot participate in this tendering procedure.
④ not be under suspension of nomination by President of the Building Research Institute or Director General of National Institute for Land and Infrastructure Management from Time-limit for the tender to Bid Opening.
⑤ Not under a condition which a police have requested elimination from a public undertaking of Ministry Land, Infrastructure, and Transport, as related to organized crime groups, which substantially take over its management or which is equivalent to this condition.
