② Not come under Article 6-2 of the National Printing Bureau's regulation concerning the contract procedures.

③ Have Grade A, B or C in terms of the qualifications for participating in tenders for Manufacturing by the National Printing Bureau, Incorporated Administrative Agency, in the fiscal years 2019, 2020 and 2021.
