The Energy Regulatory Commission (“Procuring Entity”) has received financing from the Government of the Philippines General Appropriations Act for Fiscal Year 2021 toward the cost of the Procurement of Consulting Services for the Validation of the Forecasts Expenditure for the Fifth Regulatory Period (5th RP) of the First

Entry Group of Privately Owned Electricity Distribution Utilities (DUs) in Setting the Distribution Wheeling Rates. The Procuring Entity intends to apply a portion of the funds in the amount of Twenty-Five Million Pesos (PhP25,000,000.00) to eligible payments under the contract for Consulting Services for the Validation of the Forecasts Expenditure for the Fifth Regulatory Period (5th RP) of the First Entry Group of Privately Owned Electricity Distribution Utilities (DUs) in Setting the Distribution Wheeling Rates for which the Bidding Documents were issued.

The Procuring Entity now invites bids to provide the following Consulting Services for the Validation of the Forecasts Expenditure for the Fifth Regulatory Period (5th RP) of the First Entry Group of Privately Owned Electricity Distribution Utilities (DUs) in Setting the Distribution Wheeling Rates under Lot No 2021-27. More details on the services are provided in the Terms of Reference (TOR) for the project.

The Consultant shall be selected and employed in accordance with Quality d Evaluation (QBE) Procedure as described in the Bidding Documents.

The Bidding Documents may be acquired at the 8th Floor, Pacific

Center Building, 33 San Miguel Avenue, Pasig City from Monday to Friday,

9:00 A.M. to 4:00 P.M., upon payment of an applicable fee for the Bidding

Documents, pursuant to the latest Guidelines issued by the Government

Procurement Policy Board (GPPB), in the amount of Twenty-Five Thousand

Pesos (PhP25,000.00).

The ERC-BAC will hold a Pre-Bid Conference on 31 May 2021, at 01:00

P.M. through videoconferencing via MS Teams which shall be open to all

short listed consultant.
