The President Ramon Magsaysay State University, through the Bids and Awards Committee (BAC) invites PHILGEPS registered Supplier or Contractors to bid and submit their best offer for the project under Negotiated procurement – 53.1 Two Failed Biddings as allowed under the Implementing Rules and regulations of the Republic Act No. 9184.

PRMSU will directly negotiate the contract for this project with a technically, legally and financially capable supplier.

Negotiations will be conducted on June 17, 2021 thru videoconferencing via Zoom ( will be sent before the negotiations) at 10:00 AM and will cover the areas of Delivery Schedule, Technical Specifications and Other Terms and Conditions. After the Negotiations, a Bid Bulletin will be issued in case there are items/conditions of the requirements that need to be clarified, amended or modified. Bidders then are required to submit their “Best Offer” for the items hereunder indicated on the set date indicated below.

2. This procurement will be conducted through Negotiated Procurement under the instance of Two Failed Biddings (Section 53.1) of the Revised Implementing Rules and regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

3. A complete set of Bidding Documents may be downloaded from PHILGEPS and from our agency website at www.prmsu.edu.ph for free. Bidders who have been declared “eligible” during the first two failed biddings need no longer pay for the bid documents.

4. The PRMSU will hold Negotiations pursuant to the Schedule of Activities which shall be open to all interested Bidders or Contractors.

5. Invited Bidders/Contractors are eligible to submit their best and final offer. However, Bidders/Contractors that were not directly invited and are interested in joining this procurement should submit their best and final offer together with their eligibility requirements on or before the deadline set under the Schedule of Activities.

6. Opening shall be conducted thru videoconferencing via Zoom ( will be sent before the Opening of Offers). Offers will be opened in the presence of the Bidder’s/Contractor’s representative.

7. Late Bids shall not be accepted. Bidders/Contractors shall drop their accomplished Offer in two password protected envelope via email at bac@prmus.edu.ph. Each Bidder shall submit a password protected scanned file of the first component (eligibility and technical component) and second component (financial component) of its Bid. Each component (First and Second) must have different password and shall be disclosed during the opening of bids using flashcards. The Procuring Entity may request additional hard copies and/or electronic copies of the Bid. However, failure of the Bidders to comply with the said request shall not be a ground for disqualification.

8. The PRMSU reserves the right to accept or reject any offer, to annul the bidding process, and to reject any or all offers at any time prior to the contract award, without thereby incurring any liability to the affected bidders or contractors.
