INVITATION TO BID FOR: Procurement of Security Services for One (1) Year Period to be assigned at the Toledo Sports Complex situated at Bro. Sangi, Toledo City' and Toledo City General Hospital

l. The City Government of Toledo under CMO.SPA; SECURITY SERVICES.- has appropriated the sum of Six Million Nine Hundred Thirty Five Thousand Pesos Only, being the Approved Budget for the Contract (ABC) for the Procurement of Security Services for one vear period to be assigned at the Toledo Sports Complex -Situated at Brgy. Sangi Toledo City and Toledo City General Services the Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The City Government of Toledo now invites bids for the Procurement of Security Services for one (1) year period to be assigned at the Toledo Sports Complex Situated at Brgy. Sangi Toledo City and Toledo City General Services . Delivery of goods is required One (1) Year calendar days upon receipt of the Purchase Order (PO) and/or NTP. Bidders should have completed, within two (2) years from the date of submission and receipt of bids, a contract simllar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly in Section Il Instructions to Bidders.

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary "pass/fail" criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (R A. 9184), otherwise known as the "Government Procurement Reform Act". Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty (60%) percent interest or outstanding capital stock belonging to citizens of the Philippines.

4. Interested bidders may obtain further information from the Bids and Awards Committee Office at Toledo City Sports Center through BAC Secretariat and inspect the Bidding Documents at the address given below from 8:00 A.M.-5:00 P.M.

5. A complete set of Bidding Documents may be acquired by interested bidders on June 11 to July 05, 2021 at 4:00 P.M. from the address below and upon payment of the applicable fee for the bidding Documents pursuant to the latest Guidelines issued by the GPPB, in the amount of Php10,OOO.OO

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that the Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The City Government of Toledo will hold a Pre-Bidding on 9:00 0'clock in the morning at the Office of the Bids and Awards Committee, Toledo City Sports Center, which shall be open to prospective bidders.

7. Bids may be duly received by the BAC Secretariat at the address below on or before 9:00 0'clock in the morning of July 06, 2021. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated. Late bids will not be accepted.

Bid opening shall be July 06.2021@, 9:00 A.M and onwards at the BAC Office, Toledo Sports Center Brgy. Sangi,Toledo City. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below.

8. Each bidder shall submit one (l) certified copy from the original and two (2) additional authenticated copies of the first and second components of the bid. Bidders shall enclose their original eligibility and technical documents in one sealed envelope marked "ORIGINAI , —TFCHNIC Al , COMPONFNT" -and the original of their financial component in another sealed envelope marked "ORIGINAL - FNANCIAL COMPONENT', sealing them all in an outer envelope marked "ORIGINAL BID".

Each copy of the first and second envelopes shall be similarly sealed duly marking the inner envelopes as "COPY NO. 1TECHNICAL COMPONENT" and "COPY NO. 1 - FINANCIAL COMPONENT" and the outer envelope as "COPY NO. 1

, respectively. These envelopes containing the original and the copies shall then be enclosed in ONE SINGLE ENVELOPE. The original and the number of copies of the Bid as indicated in the BDS shall be type or written in indelible ink and shall be signed by the bidder or its duly representatives. Ail envelopes shall contain the name of the contract to the bid m capital letters; bear the name and address of the bidder in capital letters; be addressed to the Procuring Entity's BAC and; bear a warning "DO NOT OPEN BEFORE...." the date and time for the opening of the bids, Bidders are also required to provide TABLE OF CONTENTS with corresponding TAB/Label for each submitted Technical and Financial components of its bid.

9. Prospective bidders should have completed similar contract with a value at least 25% of the ABC. The BAC will conduct Post-Qualification of the lowest calculated bid.

10, The City Government of Toledo assumes no responsibility whatsoever to compensate or indemnify/ bidders for any expenses incurred in the preparation of the bid.

ll. All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post Qualification and Notice of Award shall be governed by the pertinent provisions of RA 9184 and its Implementing Rules and Regulations (IRR)

12. The City Government of Toledo reserves the right to reject any and all bids, declare a failure of bidding or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without hereby incurring any liability to the affected bidder or bidders.
