Bidding will be conducted through open competitive bidding procedures using a non- discretionary “PASS/FAIL” criterion as specified in the 2016 Revised Implementing Rules and Regulation (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

All particulars relative to Eligibility requirements or Statement and Screening, Bid Security, Performance Security, Pre-Bid Conference, Opening and Evaluation of Bids, Post Qualification and Award of contract shall be governed by the pertinent provision of RA. 9184 and its Revised Implementing Rules and Regulation (IRR).

A complete set of Bidding Documents will be available to interested bidders upon payment of a non- refundable amount ofFive ThousandPesosOnly(Php5,000.00) to the cashier of the Provincial Treasurers Office. Interested parties are required to attend the Pre-Bid Conference.Pre Bid Conference is required for the projects with an ABC of 1 million and above. For those projects below 1 million, pre bid conference is optional at the discretion of the BAC.

All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Instruction to Bidders. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address above. Late bids shall not be accepted.

The Provincial Government of Occidental Mindoro reserves the right to reject any bid, to annul the bidding process, and to reject at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
