Prospective bidders must have a Single Largest Contract Completed (SLCC), similar in nature (office equipment), in government or private sector, within the past three (3) years, amounting to at least 50% of the Approved Budget for the Contract (ABC).

The BAC shall use non-discretionary “pass/fail” criteria in the Eligibility Screening as well as in the Preliminary examination of Bids, and will conduct post-qualification of the Lowest Calculated Bids (LCB), who are complying with all bidding requirements, specifications and other conditions.

All particulars relative to Eligibility Screening, Bid Security, Pre-bidding Conference, Opening of Bids, Preliminary Examination of Bids, Evaluation of Bids, Post-qualification and Award of Contract shall be governed by the pertinent provisions of the 2016 Revised IRR of R.A. 9184.

Bid documents shall be issued by the BAC Secretariat to the authorized representative of the prospective bidders upon payment of the non- refundable amount to the DA- RFO 02 Cashier.

All prospective bidders are encouraged to purchase the Bidding Documents before attending the Pre-bid Conference in order to be informed on the vital requirements of bidding and raise or submit relevant written queries or clarifications, ten (10) days before the date of the Opening of Bids.

To guarantee the faithful performance of the winning bidders of their obligations in the ensuing contracts, the sole proprietor and the authorized managing officer within the partnership, corporation, cooperative or joint venture, are preferred to represent the prospective bidders.

In addition, all prospective bidders are forewarned not to be a victim of any form of solicitation by any officers and employees of the Procuring Entity or any other parties, in relation to the procurement activities, particularly before and after the award of contracts.

In view of the implementation of any status of Community Quarantine in Tuguegarao City, Cagayan, the presence of prospective bidder for this essential work-related gathering, particularly during the Pre-Bid Conference and Opening of Bids is optional, or only one (1) authorized representative of the prospective bidder is allowed, in compliance with the public health standards and strategies recommended by the DOH relative to COVID-19 pandemic.

The BAC assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the bidding process, and the Head of the Procuring Entity reserves the right to reject any and all bids, declare a failure of bidding or not award contracts, without thereby incurring any liability to the affected bidders (Section 41, supra).
