The Office of the President-Presidential Management Staff (OP-PMS), through its Bids and Awards Committee (BAC), hereby invites all interested providers to submit their quotations for SUPPLY AND DELIVERY OF CONSTRUCTION MATERIALS FOR THE SECURITY FENCE AT THE WEST AND SOUTH SIDES OF THE PMS BUILDING, subject to the General Conditions stated herein, and to submit said quotations, duly signed by your representatives, not later than 18 June 2021 (Friday).

Quotations shall be in accordance with the attached Terms of Reference, to be submitted in coordination with:

GENERAL CONDITIONS:

1. All quotations must be printed on the company’s letterhead.

2. The supplier’s PhilGEPS Registration Certificate/Number, Mayor’s or Business Permit, Income or Business Tax Return1 FY 2020, notarized Omnibus Sworn Statement (with notarized Secretary’s Certificate, Special Power of

Attorney/Board Partnership Resolution, whichever is applicable), shall be attached to the quotation.

3. The prospective bidders may submit an offer that provides for superior quality and/or better terms and conditions at no extra cost to the PMS.

4. All quotations shall be considered as fixed prices and are, therefore, not subject to price escalation during contract implementation.

5. All transactions are subject to withholding of appropriate taxes and fees.

The PMS reserves the right to reject any or all Quotations/Bids, to waive any minor defects therein, to annul the bidding process, to reject all Quotations/Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder(s), and to accept only the offer that is most advantageous to the Government.

The PMS assumes no responsibility whatsoever to compensate or indemnify Bidders for any expenses incurred in the preparation of their Quotation/Bid.

Note: In case the permit is recently expired, please submit the same and attach the official receipt for the renewal application thereof.

3. Income/Business Tax Return for FY 2020 duly stamped and received by the Bureau of Internal Revenue, and duly validated with the tax payments made thereon

4. Notarized Omnibus Sworn Statement

Note: Notarization date must be within current PhilGEPS posting dates Supporting Documents (as may be applicable):

- For sole proprietorship – none

- For partnership/corporations: Notarized Special Power of Attorney, Board/Partnership Resolution, or Secretary’s Certificate, whichever is applicable

5. Other Document/s as may be required by the End-User (if applicable):

For individuals engaged under Sec. 53.6 (Scientific, Scholarly or Artistic Work, exclusive Technology and Media Services), 53.7 (Highly Technical Consultant) and 53.9 (Small Value Procurement) of the Implementing Rules and Regulations (IRR) of RA No. 9184 (Government Procurement Reform Act): *

* Only the BIR Certificate of Registration shall be submitted in lieu of DTI Registration and Mayor’s Permit;
