Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause,

③ Are not the subject of ⒜an order prohibiting them from receiving subsides from the Ministry of Economy, Trade and Industry (METI) ; ⒝an order prohibiting them from concluding contracts with METI ; or ⒞ an order disqualifying them from bidding for METI projects conducted under the "designated bidder" system.
