① not come under Article 8 Cabinet Order concerning the Contract for NARO

③ have grade A, B, C or D "provision of service" in terms of the qualification for participating in tenders by NARO (single qualification for every ministry and agency) in the fiscal years 2019, 2020 and 2021.
④ not being suspended from transactions by the request of the officials in charge of contract
