INVITATION TO BID FOR CY 2021 BASIC EDUCATION FACILITIES FUND (BEFF) REPAIR OF CLASSROOMS

1. The Department of Education – Division of City of San Fernando (P), through the FY 2021 General Appropriations Act intends to apply the sum of Thirty Eight Million Two Hundred Nineteen Thousand Six Hundred Forty Five Pesos and Fifty Seven Centavos (Php 38,219,645.57) being the ABC to payments under the contracts for Infrastructure-2021-001 to 016. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The Department of Education – Division of City of San Fernando (P) now invites bids for the above Procurement Project. Completion of Works is required within the contract period. Bidders should have completed, within the last (5) five years from the date of submission and receipt of bids, a contract similar to the Project. The deion of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.

4. Interested bidders may obtain further information from Department of Education – Division of City of San Fernando (P) by writing and sending an email to bacsecdcsfp2016@gmail.com and inspect the Bidding Documents at the address given below during Monday – Friday, 8:00am to 3:00pm.

5. A complete set of Bidding Documents may be acquired by interested Bidders from June 17, 2021 to July 6, 2021 from the given address and website(s) below Civic Center, Brgy. San Isidro, City of San Fernando, Pampanga and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00) for Lots 1-5, 7-14, and 16; and Ten Thousand Pesos (Php 10,000.00) for Lots 6 and 15. The Procuring Entity shall allow the bidder to present its proof of payment for the fees by sending a copy of the deposit slip at bacsecdcsfp2016@gmail.com

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Department of Education – Division of City of San Fernando (P) will hold a Pre-Bid Conference on June 24, 2021; 10:00 am via Zoom Conference. The Pre-Bid Video Conference is open to all prospective bidders. Details of the meeting is indicated below.

7. Bids must be duly received by the BAC Secretariat through manual submission at the office address: Civic Center, Brgy. San Isidro, City of San Fernando, Pampanga on or before July 6,2021 at 3:00 in the afternoon. Late bids shall not be accepted.

8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. ENCLOSED THE BIDS IN A CLOSED PLASTIC ENVELOPE/CONTAINER FOR EASY DISINFECTION.

9. In observance of the strict implementation of health protocols due to Covid-19 pandemic, bid opening shall be conducted on July 7, 2021; 1:00 pm via Zoom application. A will be emailed to the registered email of the bidders who purchased and submitted bid proposals. Bids will be opened in the presence of the bidders’ representatives who submitted bid proposals.

10. The Department of Education – Division of City of San Fernando (P) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
