⑷ Basic requirements of the procurement :
A The required system (hereafter "the IMIS") shall be able to efficiently contribute to the smooth operation and management of hospital work while comprehensively supporting in Niigata university medical and dental hospital.
B There shall be a security management function including biometric authentication for the entire IMIS system.
C The IMIS shall have the hospital operation management functions : administration for system maintenance, user accounts, access authorization and restriction, access logs, personnel management, logistics management, bed management and outpatient guidance. In addition, it should have a function to notify medical staff of matters to be communicated.
D The IMIS shall enable not only the exchange of data among functions within the system but also the connection of all subsystems and medical devices required by the hospital. It should build an efficient system that avoids redundant input by passing the necessary data to and from the connected system.
E The IMIS shall have an electronic medical record function that enables the efficient entry of medical records of hospitalization/outpatient, medical/dental. Additionally, hospital staff shall be able to comprehensively refer to hospital information stored within the system as needed.
F The electronic medical records stored in the IMIS shall be available to enable ease of identification and reuse for disclosure of medical information, external assessment and other purposes.
G The IMIS shall have functions specified by the university as an ordering function related to consultation. This means, for example, the following functions : personal information of patients (address, disease name, medical history), appointments, clinical examinations (samples/physiological examination, imaging, pathology, etc.), preions (within the hospital, outside the hospital, etc.), injections (in-patient/out-patient, chemotherapy, etc.), transfusion, medical procedure, clinical paths, radiation therapy, dialysis, rehabilitation, surgery, dental procedure, nursing care, patient movement (change of admission status, ward, department, attending doctor, bed, temporary discharge), hospital diet, clinical trials and medical supplies. The order entry system shall be able to manage attributes of retained input data including operation date, place and operators for each order and also keep a revision history.
H To be possible to manage risks such as medical safety management and to improve the efficiency of medical treatment by clinical pathways, by utilizing the electronic medical record function and ordering function.
I The IMIS shall have a medical accounting system that can contribute to the efficiency of operations such as importing electronic medical records and order information necessary for medical operations and medical fee billing operations and automating input.
J The IMIS shall provide a data warehouse that can effectively utilize all the data accumulated in the required system for research, education, medical care, management, etc and enable their analysis.
K The IMIS shall be able to create letters of introduction and responses to assist in cooperation with healthcare providers.
L The IMIS shall be user-friendly to enable their mastery in a short time and provide ease of use in the smooth performance of consultation work.
M The IMIS shall consist of a non-stop system that runs for 24 hours 365 days a year, and have the performance to ensure a quick response.
N A network infrastructure shall be established to enable continuous operation of functions A through M in the hospital and research building.
O The IMIS shall build a maintenance management system for the entire required system. Also, carry out the operation training required by the university.
P The IMIS shall Include all operations and functions supported by the comprehensive medical information system currently in operation. Furthermore, the new system shall have all accumulated data transferred from the existing system.
Q When data migration from the IMIS system is required, sufficient data required for that purpose shall be provided to the university. Furthermore, the university or a third party with the permission of the university shall give permission to use the information, etc, for the migration operations.
