eligible for participating in the proposed tender are those who shall:
1) not come under Article 2 paragraph 1 of the Regulation concerning
contract for Okayama City General Medical Center;
2) prove to have obtained the firstclass-license for selling drugs in
accordance with the Pharmaceutical Affairs Law;
3) prove that they can deliver the drugs on the date and to the place
specified by the Obligating Officer;
