Prospective Bidders should possess a valid PCAB License applicable to the contract and have completed contract with a value of at least 50% of the Approved Budget for the Contract (ABC). The prospective bidders must also have key personnel and equipment (Listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Preliminary Examination of Bids and will conduct post-qualification of the Lowest Calculated Bid.

All particulars relative to Eligibility Documents and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by pertinent provisions of R.A. 9184 and its revised Implementing Rules and Regulation (IRR).

The BAC will issue bidding documents to prospective bidders at BAC Office Eco Village, Capitol Complex Cadlan, Pili, Camarines Sur upon payment of non-refundable amount at the Provincial Treasurers Office.

The Provincial Government of Camarines Sur (PGCS) reserves the right to reject any or all bids without offering any reason, to waive any formality or technicality, and to award to any bidder whose proposal is deemed most advantageous to the PGCS. The PGCS neither assumes any obligations to compensate or indemnify bidders for any loss whatsoever that maybe incurred in the preparation of their respective bids, nor does the PGCS guarantee that an award will be made.
