⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① Do not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting

② Have Grade A, B, C or D on "selling of products" in Tohoku Area in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency)

③ Do not be under suspension of nomination by Director-General of Tohoku Regional Development Bureau from Time-limit for the tender to Bid Opening

④ Acquire the electric certificate in case of using the Electric Bidding system

⑧ Fulfill the requirements mentioned in the tender manual that are stated from the viewpoint of reducing CO.
