① not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

② not come under Article 6 of the Regulation concerning Contract for NHO ;

③ have Grade A, B or C in "Sale of products" and "Offer Services" in for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Tohoku Region ;

④ have a track record of introducing electronic medical records at hospitals with more than 220 beds in the Tohoku Reigion ;

⑤ sufficient implementation system for business performance ;

⑥ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;
