⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
1 )not come under Article 70 and 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
2 )have Grade A, B or C on "selling of products" in the following Area, in the fiscal year 2019/2020/2021 in terms of qualification for participating in tenders by Ministry of Land, Infrastructure, Transport and Tourism (Single qualification for every ministry and agency).
① Kinki or Tokai-Hokuriku Area
②③④ Kinki Area
3 )not be under suspension of nomination on by Director-General of Kinki Regional Development Bureau from Time-limit for submission of certificate to Tender Opening.
4 )not be the stated person under the commencement of reorganization proceedings or under the beginning of rehabilitation proceedings (except for the person who has the procedure of reapplication under the notification of the competing participation qualification).
5 )acquire the electric certification in case of using the Electric Tendering system

7 )not be the person that a gangster influence management substantially or the person who has exclusion request from Ministry of Land, Infrastructure, Transport and Tourism is continuing state concerned
8 )have proven to have actually delivered the products concerned or have sworn to be possible to deliver the products concerned about the person who haven't actually delivered.
9 )have sworn to be possible to deliver the products concerned quickly and certainly. quickly : deliver whithin 24 hours. (whithin 12 hours to Nara National Highway Office jurisdiction) (whithin 48 hours to Kinan River and National Highway Office jurisdiction)
⑺ Time-limit for submission of certificate 16 : 00 6 September, 2021
