② have Grade A, B or C on the category of "sale of product" in tenders laid down by Single Qualification for every ministry and agency (in fiscal year 2019-2021).
③ not subject to administrative penalty of suspension of nomination and the like according to the agreement or stop of subsidies from government agencies or country.
④ have a delivery record of precision instrument in Japan for the past 5 years
