⑴ Official in charge of disbursement of the procuring entity : Sasaki Masahiro, Director, Office of Health Emergency Preparedness and Response Health Science Division, Minister's Secretariat, Ministry of Health, labour and Welfare.
⑵ Classification of the services to be procured : 71, 27
⑶ Nature and quantity of the services to be required : A set of investigation research about design and development of the service in which AI development platform is provided for researchers and enterprises by cloud computing
⑷ Fulfillment period : From contract day through 31 March 2022
⑸ Fulfillment place : The place specified by the Official in charge of disbursement of the procuring entity
⑹ Qualifications for participating in the tendering procedures : suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Persons under Conservatorship or Persons under Assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
③ Are not being suspended from transactions by request of the officials in charge of contract
④ Prove to have no false statement in tendering documents.
⑤ Prove neither the business condition nor credibility is deteriorating.
⑥ Have Grade "A" or "B" or "C" on "Offer of services, etc" in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (The common qualification for all ministries and agencies) in the fiscal years of 2019, 2020 and 2021.
⑦ The person who joins labour insurance and there is not the nonpayment of the labour premium.
⑧ Meets the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑺ Time-limit for tender : 12 : 00, October 8, 2021
