⑴ Official in charge of disbursement of the procuring entity : Nagara Kenji, Director of Employment Insurance Division, Employment Security Bureau
⑵ Classification of the products to be procured : 71, 27
⑶ Nature and quantity of the services to be required : lease, maintenance and operation support of mobile personal computers pertaining to the Working-together support system for Labour Bureaus, 1 set
⑷ Fulfillment period : March 31, 2023
⑸ Fulfillment place : Places designated by official in charge of disbursement of the procuring entity
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause
② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting
③ have Grade "A", "B" or "C" on "Offer of services, etc" in terms of qualification for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in the fiscal years of 2019, 2020 and 2021
④ prove to have no false statement in tendering documents
⑤ prove neither the business conditions credibility is deteriorating
⑥ For bidders subject to the following insurance system of each item, and it is not in arrears either of insurance premiums (2 insurance year about (ⅴ) and (ⅵ)) for the last two years of the bid submission deadline of this bid :
(ⅰ) Welfare annuity insurance
(ⅱ) Health insurance (the thing which association of national health in surance has jurisdiction over)
(ⅲ) Seamen's insurance
(ⅳ) National pension
(ⅴ) Worker's compensation insurance
(ⅵ) Unemployment insurance
⑦ Are not being suspended from transactions by request of the officials in charge of contract.
⑧ Not be sent the documents to the public prosecutor's office due to violation of the Laws and Regulations under the jurisdiction Ministry of Labour, Health and Welfare and be made this fact public.
⑨ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑺ Time-limit for Tender : October 1, 2021
