⑷ Basic requirements of the procurement :

A The requirements for the next hospital information system are to maintain or extend the existing hospital information system, to totally assist the entire medical procedures in Hirosaki University Hospital for highly advanced medicine, effective hospital managements, medical education and community health care. The required system has to conform to "The requirement for safety managements of medical information system version 5.1 established by Japan Ministry of Health, Labor and Welfare at January 2021".

B The required system includes the maintenance of the hospital information system, management of user account, access account, distributions, management of sick beds, and the supporting functions for risk management.

C The required system has to provide data coordinating function among the subsystems which is in existence as well as the next hospital information system in order to use data of Hirosaki University Hospital efficiently and to streamline input operations.

D The required system has to supply the function supporting medical services in relation to electronic medical record, patient information, classifications of disease, books (consultation, examination, etc.), preion, Injection, TPN preparation, chemotherapy, blood transfusion, surgery, examination (specimen examination, physiological examination, radiation examination, CT, MRI, PET-CT, nuclear medicine), outpatient fee card, rehabilitation, patient transfer (hospitalization/discharge/change of depart- ment/change of ward/change of bed/overnight/outing/change of chief doctor), meal, DPC, instruction in ward, critical pass, and clinical trial.

E The medical accounting system of the required system has to mount automatic payment function of medical services. Data input to the medical account system has to be streamlined by importing clinical information from the hospital information system.

F All of the computer terminals have to be implemented with multi-windows and graphical user interface (GUI). Improvement of usability by e.g. consecution of operation and unified management of which terminals constitute the system must be provided.

G The required system has to be constructed with open system to accept multi-vendor system. Data communication and have to conform to the standard protocol, e.g. TCP/IP, SMB, HTTP, etc.

H The system has to run on without stoppage for all the time and cordon off enough storage capacity of clinical information to ensure quick response even at a peak period.

I The structural plans for system maintenance including hardware and software have to be provided. The manuals describing detailed system functions for both users and administrators and e-learning function for streaming contents have to be supplied.

J The data of the required system must have the function that saves them outside the system with readability. The relevant information for data migration, if any, has to be provided with transfer of copy right.

K The required system has to provide the data ware house restructured for clinical research, community health care, risk management and management control. As the need arises, Data processing, e.g. anonymization has to be performed.

L The system must have the function that backs up the clinical information of a number of hospitals and clinics in order to provide with community heal care system, which supports medical coordination or bilateral medical information exchange among hospitals and welfare facilities, including patient referral, teleradiology and teleconference through sharing of medical information in the common server. The data backed up have to be referred to for telemedicine, etc. following accidence of the patients.

M All of the data in the whole system has to be migrated accurately for the next system.

N The required system has to back up the data of Hirosaki University Hospital. The information delivery function using the data backed up has to be provided.

O The required system has also to provide network system consisting of wireless LAN as well as wired LAN, and equipment required to construct the network system. The network system of the required system has to connect the existing system which is not included the required system. Management structure of the required system has to cover the network system above mentioned.

P The required system must have the function of inputting orders with the information of users in order to ensure medical safety management system. The clinical information is lined up in chronological order.

Q The required system has to be capable of secondary use of clinical information in order to develop diagnosis-supporting algorism using artificial intelligence (AI) technology so that the system promotes making operations smart. The required system also has equip expandability e.g. to install an application developed by the algorism above mentioned, and to relate to medical records of Hirosaki University Hospital.

R The required system has to provide the teaching system of ordering and recording for medical students and resident physicians in relation to teaching hospital, which is one of the natures of Hirosaki University Hospital.

S The required system has to supply tablet terminals with the function which import history taking information created with the terminals in order to make operations smart.
