⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :

① Not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;

② not come under Article 6 of the Regulation concerning Contract for NHO ; Mandatory Labor and Welfare Competition Participation Qualification (all ministries and agencies unified qualification) "Quality of service provided", and must be qualified to compete in the Chugoku region ;

③ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation ;

④ must satisfy the bidding conformity conditions listed in the bidding instruction concerning the status of efforts for environmental considerations ;
