⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tenders are those who :

① Do not come under each of the items (excluding item 11) in Article 10 of the Act on Reform of Public Services by Introduction of Competitive Bidding which are applied to mutatis mutandis in the Article 15 of the Act on Reform of Public Services by Introduction of Competitive Bidding shall apply.

② Do not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, persons under conservatorship or persons under assistance who have obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.

③ Do not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

④ Have Grade A "Manufacture of product" or "Sale of product" and "Offer of services etc" in terms of the qualification for the participation in tenders by Cabinet Office (Single qualification for every ministry and agency) in the fiscal years 2019, 2020, and 2021.

⑤ Do not have fallen into arrears of corporation tax, consumption tax and local consumption tax.

⑥ Do not have fallen into arrears of insurance fees, if a labor insurance, welfare pension, etc. are applied.

⑦ Are not being suspended from Transactions by request of National Police Agency.

⑧ Are not the business entities whose management is substantially influenced by a gangster or the person who has exclusion request from the Japanese government and the state concerned still continues.

⑨ If it is defficult to undertake the duty on its own, one can participate as a bid participating group (a group which consists of number of private business operators in aim of jointly conducting the duty). In this case, one must select a representative from the members which meet all of the avobe conditions ⑴ through ⑻. The other consisting members of the group must meet the above conditions ⑴ through ⑶ and ⑸ through ⑻, also cannot be a consisting member of other cooperative body, or cannot participate on its own. Additionally, the representative and consisting members of the bid participating group must create a written agreement regarding the establishment of the bid participating group (or any other equivalent document) and must submit it.
