⑴ Contracting entity : Takeshi Kohira, Director of the Accounting Division, Grand Steward's Secretariat, Imperial Household Agency, 1-1 Chiyoda, Chiyoda-ku, Tokyo 100-8111 Japan
⑵ Classification of the products to be procured : 26
⑶ Nature and quantity of the products to be required : Electricity to be used in the Imperial Palace Grounds, the Imperial Household Agency's branch office, the Akasaka Imperial Residence etc.
⑷ Supply period :
①~⑭ From 1 April 2022 to 31 March 2024
⑮~⑲ From 1 May 2022 to 31 March 2024
⑸ Supply place : The place specified by the Official in charge of disbursement of the procuring entity.
⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall :
① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause ;
② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting ;
③ Have Grade A, B, C "sale of products" in terms of the qualification for participating in tenders by Cabinet Office (standardized qualification for every Ministry and Agency) in the fiscal years, 2019, 2020 and 2021.
④ Not be under suspension of nomination by the Imperial Household Agency.
⑤ Have a license to conduct a General Electricity Business as stipulated in Article 2, Paragraph 2 of the Electricity Utilities Industry Act.
⑥ Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
⑺ Deadline for the submission of application forms and relevant documents for qualification : 5 : 00 p.m. November 10, 2021
⑻ Deadline for tender : 5 : 00 p.m. December 13, 2021
